By 2040, the number of extreme weather incidents in Maryland is expected to nearly double. Human-caused climate change made the record-breaking rainfall during Hurricane Harvey three times more likely and 15% more intense. Worsening conditions now leave 110,000 Marylanders vulnerable to extreme heat, a trend already leading to measurable increases in hospitalizations in at-risk populations. The Center for Climate Integrity estimates that just the immediate responses to climate-caused coastal damage in Maryland between now and 2040 will be $27.4 billion, a figure that does not include infrastructure, public health, and other damage across the rest of the state. Climate change is real, and the problem is here.


The good news is we know what is driving this crisis: fossil fuels. The transportation sector accounts for 40% of Maryland’s emissions, with energy production accounting for another 26%. With bold electrification and decarbonization policies, a resolve to address environmental injustice, and investments in adaptation we can prevent the most catastrophic effects of the climate emergency.


Joe believes the best climate policies are those driven by science, with an eye towards equity and justice, and an unwavering commitment to what is in the best interest of Marylanders and our environment. He will never waver on his commitment to advancing bold climate solutions – regardless of what fossil fuel industries may prefer. He is not taking a penny from corporations, corporate PACs, Annapolis lobbyists, the fossil fuel industry or executives.

Every child in Maryland deserves to go to a high quality, world-class school where they can learn, thrive and feel prepared for a successful future. Joe will work to address the racial, geographic and socioeconomic inequities that exist in our education system, from disparities in graduation rates to under-investment in schools to unacceptably low teacher pay. Our state’s future starts with implementing the Blueprint for Maryland’s Future, a plan that gives us hope for the future of our education system.



​Joe has always believed that people, not the government, have the right to make decisions about their reproductive health and will continue to fight to protect reproductive rights for all.



Joe's generation is often called the school shooting generation. Joe remembers feeling helpless as a kid, watching these tragic incidents happen again and again while those in power too often refused to act. As Delegate, he is ready to fight like hell alongside gun safety advocates for Maryland to have nothing short of the strongest gun laws in the United States.

700 Marylanders lose their lives every year to the gun violence epidemic, and thousands more are injured. In their memory and in the honor of gun violence survivors, we must fully deliver on the change our state needs.



My family immigrated to the United States when I was three-years-old. I believe every immigrant in our state deserves the same opportunities this community gave me. As Delegate, I will fight to make sure every immigrant in our state is treated with dignity and has access to a good education and real economic mobility. Maryland should lead the way in expanding rights and protections for our immigrant communities. It’s why I support right to counsel legislation, expanding access to healthcare for undocumented immigrants, putting an end to partnerships that enable ICE to terorrize immigrant communities, and helping immigrant families start and grow their own businesses.

Mi familia emigró a los Estados Unidos cuando yo tenía tres años. Creo que cada inmigrante en nuestro estado merece las mismas oportunidades que me dio a mí esta comunidad. Como Delegado, lucharé para asegurar que cada inmigrante en nuestro estado sea tratado con dignidad y tenga acceso a una buena educación y movilidad económica. Maryland debería ser un lider en la expansión de los derechos y protecciones para comunidades de inmigrantes. Es por eso que apoyo la legislación sobre el derecho a un abogado en casos de inmigracion, apoyo ampliar el acceso a la atención médica para los inmigrantes indocumentados, apoyo terminar las asociaciones en nuestro estado que ayudan a ICE a aterrorizar a las comunidades inmigrantes, y apoyo iniciativas que ayudan a que inmigrantes puedan iniciar y hacer crecer sus propios negocios.


As an openly gay Delegate, Joe will work every single day to determine gaps and areas where law fails to sufficiently protect our community. Despite the passage of critical pro-equality legislation, the Movement Advancement Project still ranks Maryland 17th in the country for LGBTQ+ equality. We have more work to do! Joe will work to ensure every transgender Marylander has access to affirming health care, that every LGBTQ+ student is treated with dignity, and that LGBTQ+ Marylanders in the criminal justice system are protected from harm.
