Growing up in the school shooting generation inspired Delegate Joe Vogel to take action and get involved. As a Latino immigrant, a member of the LGBTQ community, and a community leader turned Maryland State Delegate, Joe will continue to be an unwavering champion for common sense gun reform, affordable healthcare, and protecting abortion rights.

Following rising security concerns at reproductive healthcare clinics across the state, and across the country, Joe is sponsoring a bill to address this issue. This bill will provide grant funding directly to abortion clinics in our state to fund infrastructure costs to enhance the safety and security of abortion clinics.
In the legislature, Joe earned bipartisan support to pass the Josh Siems Act to dramatically improve fentanyl testing processes in Maryland hospitals. This new law will directly address the fentanyl overdose epidemic and ultimately save lives across our state.
Joe took on the mental health crisis by attracting and retaining more mental health professionals in Maryland public schools. Ultimately amended into Governor Moore’s Educator Shortage Act, this bill ensures that Maryland students have a world-class education with access to the mental health resources they need.
Unfortunately, over recent years, the structure set around the local journalism industry has been in dire need of assistance. Joe plans to remedy that with an initial pilot program which would provide grants to local journalists and their agencies across the state. This legislation plans on encouraging innovation and providing financial support to local journalists.

Joe believes healthcare is a basic right. That means lowering prescription drug costs, understanding the links between nutrition, housing, and health, making care equitable and encouraging investments in preventative care services that promote holistic health.
Maryland is facing unprecedented attacks on abortion providers and their patients. That's why Joe is sponsoring a bill to provide security funding for abortion clinics and voted to make Maryland a sanctuary state for people seeking an abortion who live in a state where it is banned. In Congress, he will stand up to extremists who want a national abortion ban, or to ban IVF.
Joe has been a champion for common sense gun laws and responsible gun ownership. In Congress, he will continue to fight for the stronger gun laws that will keep our kids and communities safe from violence.
As a Latino immigrant himself who came to the U.S. when he was three, Joe Vogel rejects Republican attempts to divide us on immigration. He believes we can come together to fix our immigration system and protect our border while still treating immigrants with dignity and respect. In Congress, he will prioritize securing a pathway to citizenship for DREAMers who were brought here as children.
Joe will work tirelessly to advance legislation and funding for prevention, treatment, and rehabilitation programs here in Maryland. Having spent time with overdose prevention professionals and advocates, Joe will collaborate directly with federal and state officials, local public health agencies, and nonprofit organizations to deliver on the resources they need. Joe will also support the bipartisan Fentanyl Eradication and Narcotics Deterrence (FEND) Off Fentanyl Act, and advocate for diplomatic and border security measures to stop the flow of fentanyl.
Brooke’s House in Hagerstown is a remarkable example of an effective community-based treatment and rehabilitation program. In Congress, Joe will work to replicate the Brooke’s House model so all Americans have access to similar care options.
